The fuel cap release, for a Chevrolet Tahoe, is located on the floor next to the drivers seat. Pull the lever up to release the cap.
To open an L300 fuel cap, locate the fuel door release lever usually found on the driver's side near the floor. Pull the lever to release the fuel door. Next, push on the fuel door to open it fully. Finally, twist the fuel cap counterclockwise to unscrew it from the fuel tank opening and remove it.
From inside the trunk, remove the liner in the area behind the fuel cap. Reach blindly and you will feel a lever that you can pull towards the rear which releases the cap. Next attach a cord to that lever and you will have a solution that will ALWAYs work.

I have a 2004 and there isn't a fuel filler cap release.
Could be as simple as a loose or bad fuel cap.
