The flush valve for the radiator on a 1999 Buick Century is located on the bottom of the radiator near the vehicle's frame. When it is loosened, the coolant will slowly drain from the vehicle.
There are several drain plugs on that vehicle, radiator (coolant), block (coolant), engine oil, trans oil, etc. There are usually located at the lowest point of that particular system.

The radiator on a 98 Buick Century is flushed by turning the petcock to drain the coolant. Water is then flushed through the system until all contaminants are removed.
To actually "flush" the coolant in this vehicle you will need a flush machine. To do that we did at the dealership, drain the radiator (you need a 1/4 inch ratchet and 1 inch extension) then use a vacuum fill too to fill with new coolant.
Sometimes they use that threaded drain plug location to attach a knock sensor. So if you see a knock sensor threaded into the side of the block that may be where the coolant drain is located.

UNDO THE BOTTOM RADIATOR HOSE AND DRAIN IT OUT..REPLACE HOSE.. THEN GET SOME OF THAT BOILING TREATMENT AND LET THAT IDLE FOR 15 OR 20 MIN.. THEN PUT IN NEW COOLANT This is a stupid simple explanation but it is good. The only thing left out is you need to drain the treatment out before you put in the new coolant.
