The classic beetles were air cooled primarily because of cost. Air cooled engines are a lot more simple - there's no water pump, water jackets, thermostat, etc which makes the engines cheaper to produce.

A Harley Shovelhead engine is unique in the way it leaves the engine without a cover and instead uses rocker arms and rocker boxes. As well as a unique look it enabled the bikes have 10% more horsepower than pan head engines.

Do you mean the VolKSWAGEN? Well, there are many different makes and models of Volkswagen, and have been over the past 70 years or so, so it entirely depends upon the model you have in mind, and also whether it's had it's engine modified or not. However, assuming that you are thinking just of the standard VW Beetle, this has a 1200cc flat-four air cooled engine, and has a top speed of about 80-85mph.
