What exactly is meant by the phrase " if the timing belt is off" are you talking about where for example the timing belt snaps while the engine is running, or are you enquiring for example where a belt jumps one cog on one of the pulleys.
Timing Belts, and in some cases timing chains (or even gears-driven cams like the Honda VFR 750) are basically there to stop yopur piston, that is going up and down very quickly, from contacting the inlet and outlet valves when they open near the top of the pistons stroke.
If they were to contact then this could cause a potential costly repair to the engine in the shape of new vales, new piston crown, cylinder re-bore and cylinder head replacement.
If the 'timing is out' slightly, then you may just hear a metallic clattering noise from the running engine. This isn't usually going to cost the earth, and can be sorted reasonably cheaply and quickly.

First off, you do not have to remove the engine from any vehicle I know of to replace a timing belt. Secondly, your vehicle has a chain, and not a belt.
i had a 106 and the timing belt came loose , it came off and wrecked the timing of the engine causing it to destroy its self . i presume it will be the same effect if it did snap .
all vehicle comes with a timing cover of some sort. timing chain or timing belt. They all seem internal. but i understand what you are trying to get at . it can be considered external because it does not come in contact with the motor oil. pop the timing cover off and the belt is right there .

In this case your car will give black smoke and it wont have much power to it and you have to get the timing belt taken off and set it up to its right place then put the belt back on it. Rememer your engine will be bit loud voice wise and if the belt was not installed properly.
Your timing belt was not properly installed. It's probably off by a tooth or two.
