This means you have a fault with your power steering. You should contact the garage as the power steering may fail.
A decrease in horse power?
There isn't any. The power steering system is entirely electric. If you peek under the dash on the driver's side to the left of the steering column you'll see a rather large electric motor that does your power steering. Problems with the power steering system will light the Malfunction Indicator Light that's shaped like a car and has a wrench on it.
A warning light is what your car has a malfunction in it. Like it may be a oil warning or something like that. If your warning light is on or blinking, take it to an auto shop or a place where they fix cars as soon as possible.

It is a warning that you or your passenger sitting in the front seat is not wearing a seat belt.
The dashboard light which looks like a steering wheel with an exclamation point beside it is the power steering light. If this light comes on, it either means the vehicle's power steering fluid levels are low or that there is a fault in the engine management system. When the light turns on, the fluid levels need to be checked first, and topped off if they are low. If the light remains on and the fluid is full, or should come on again when the driver returns to the road, then the vehicle should be inspected by a mechanic.
You did't give a whole lot of detail on the make and model. If you have power steering light on then you might be low on fluid. If that not be the case then something is triggering the light something like low pressure. Good Luck on your fix. Hope all goes well.
Engine Warning Light
it sounds like your power steering fluid is low,,,,, or your power steering pump is leaking (which means it needs to be replaced)... I hope it turns out to be low steering fluid. If the power steering fluid is low, you can have someone add fluid, but keep and eye on whether or not that fluid level is dropping or leaking. Good luck to you.
You can not remove a power steering pump on your car and expect it to handle like a car with out power steering. Removing the pump will make it very hard to steer because the rest of the steering components are made for power steering.
Top up you power steering fluid in the reservoir
