Assuming you are sitting in the car with the key in the ignition you just push the door lock button on the drivers door, all the doors should then lock.
It is not normal because that is a common ignition failure. This is can be caused by a broken lock pin in cylinder assembly.

steering sensor needs resetting with ignition on turn steering wheel then start up if it continues see dealer its a software fault eventually it will not let u drive.
In my 1991 525i auto it can. The ignition turns off and the steering will lock if turned. Bad idea.
