When this happened to me on my seven year old 2.2 DCi laguna I had to hae taken in to the Renault dealers. It turned out to be the a problem with both the cam sensor and the fuel injection sensor. Both had to be replaced at a cost 0f £300 in all. It did cure it though! May also be TDC / crank sensor. Worth removing it and giving it a clean.
Starter i located on the back of the engine - between manifold and driveshaft.

probaly not, but do not try to start it. and before you actually try to fix it make sure the engine is at top dead center or it will never crank over after the timing belt has been replaced.
well the batterys flat, so it won't start, with or without an imoblizer
could be a starter problem. i replaced mine (1996 RT) a few times. its just the way the car is built. Most likely cause is a dirty TDC sensor, clean it.

the spark plug provides the spark necessary to ignite the fuel and air in the engine, which allows your engine to run. without spark plugs, your engine wouldn't start.

there are 2 main reasons 1 the engine is not getting enought petrol 2 spark engine is not getting spark this is probley the cause the main thing that goes wrog with the spark is the ht coil replace this and the spark plug and your engine should start
