No none of the vr6 were ever turbo charged from the factory. I mean you can put a turbo on them but they are all N/A which just means they dont have a forced induction system. They do make a twin turbo vr6 in Europe.
Short answer: No. As far as I know, the VR6 was never turbo stock from the factory. The only egines that came with turbo were the 4 cylinder 1.8T and the TDI (diesel).

No, You can not lower the car by adjusting the struts. That is what lowering springs are for.
The recommended engine oil for both 1.8 Liter turbo and 2.8 Liter VR6 is 5w30. I personally recommend 5w40 synthetic on the turbocharged 1.8 Liter.
