If the instrument panel is not working than its most likely to be a loose connection. This was the case with my corsa. also poor running due to the sensors which i had to change and air flow meter was faulty.
Aproximatly where your right knee would touch the dash if you put the seet too far forwards in the drivers seat, pull off the panel, and there you have it.
if its a corsa b, check behind the light switch above the fuses or behind the panel next to the bonnet lever in front of the drivers door. on some models they are even behind the fuses

The fuse box sits behind a panel where the steering column and instrument panel meet. It is on the left hand side of the panel. You must remove the screws from this panel to access the fuses. The fuses sit almost parallel to the floor and as such are a bit hard to read unless you climb under the instrument panel. Having the owners manual is a HUGE help as you can locate the fuse in question before climbing under the instrument panel.

If I remember there are some fuses in the side of the dash on the passenger side, open the door and remove the panel to show fuses and one of them is the cigarette lighter.
There are two fuse boxes. If you are facing the radio, on the right side under the panel and also in the engine by the battery is another.
