I have a 2000 C230 as well. Is there a grinding noise coming from the wiper motor? More than likely the motor would need to be replaced. They have a bad reputation of bad wiper motors on the 2000 C230. The worst part is that it is not cheap to replace. Let me know if you need one. I just bought one for mine and got a good deal. They are hard to find!!

Actually the motor is very easy to find, and much cheaper than you think. Go to German autoparts.com. They have two different brands, one for 78.45 and another for 100 dollars. They can also be found at autopartswarehouse.com for 140- 111 dollars. Removing the motor isn't too difficult, its pretty self explainatory when you look at it. You just have to remove all of the cowling. And when you remove it make sure you lithium grease all of the moving parts. Because the friction in these joints is usually what causes the motor to fail in the first place. Hope this helps
