No need to remove the "lower part of the dash"; simply remove the two screws from the steering column covers and remove the covers.
Answer for ignition switchthat's a time consuming job. you have to drop the lower part of the dash to get to parts to disconnect the switch and of course take the molding off of the steering wheel.
cartalk says: sometimes the steering wheel comes off without a puller...if your lucky..and if your changing the tumbler(key) you'll have to drill...read a manual and your local library may have a free shop manual to peek at..

disassemble the steering column cover. It's the plastic thing under the steering wheel. The switch housing is held in place with a big metal clip. gently take it apart, take off the wires and replace the switch.

Make sure the steering wheel is centered and the tires are straight. Disconnect the battery to prevent any shocks. Remove the horn pad and disconnect the wires. Remove the nut from the center of the column assembly and slide off the steering wheel. Remove the next three screws and unscrew the plastic housing. Slide out the ignition switch assembly and unplug the wires from the back of it. Now replace it with the new ignition switch and reverse the steps to put everything back together.
