You don't remove the fender; the battery is behind the inner fender well behind the rear driver's-side tire.

Remove the driver's side rear wheel; remove the inner fender well behind the wheel.
Removing the rear fender from a 2007 Vulcan 900 is not hard at all. Simply remove any screws or fasteners and wiring that are holding the fender in place. There are tutorials for removing the fender online at YouTube.

Bike On Center stand, remove the four left saddlebag mount bolts and 2 nuts. remove the reflex reflector from the rear fender, remove the left saddlebag and rear fender. remove the rear bumper by removing the four bolts and retainers. remove the axle nut and RIGHT shock absorber lower mount bolt. remove LEFT shock absorber lower mount bolt. Remove the axle pinch bolt. Raise the rear wheel with a block large enough that the axle clears the muffler. Remove the axle and move the caliper assembly outward to allow removal of the rear wheel. Remove the rear wheel : Note: Do not depress the brake pedal while the wheel is off. Good luck.
with the motorcycle on the ground install tire change tool from tool kit across the tabs on the frame then put motorcycle on center stand. Remove rear fender bolts to raise rear fender, remove axle bolt then remove rear tire.
It has to be cut off.
Unscrew the rear chrome screw on top of fender and a screw on left and right side of seat and pull up and back and remove.
You must remove the entire rear fender.
The procedure differs depending on the year and model, but basically you remove the wheel, disconnect any wiring and remove all fasteners holding the fender in place.
