when you open the back door if you look where latch is you should be able to see a rectangle shape hole if you put your key in this and turn it you can activate/de activate the child locks
so as children could stay out of danger e.g. if there is a cupboard and there are toxic chemicals in the cupboard a child is not supposed get their hands on, you put a child proof lock on, simple.
To make them harder to steal, so a child won't fall out, so you can lock yourself in if necessary.
If the child is living in your home then I would say yes you have the option if it is interfering with his life to put locks or limits on the devices. As for him living outside the home there is really nothing that you are going to be able to do.

I had trouble with my manual locks and then I noticed that where you put your key in on the passenger side was not straight up and down, but turned to one side. As soon as I inserted the key and put it straight up and down the locks started working fine.
