Just got done changing mine. Lift and Support the vehicle. Remove plastic shield from under vehicle on passenger side. You will see a small shock absorber assembly slightly to the left of the water pump pulley. It has two 14mm nuts holding it on. The lower nut has a torx (star) stud in the middle. Take a 14mm shallow socket on a 3/8" break over bar and put it on the UPPER nut. Push the bar towards the firewall. This will relieve the tension on the belt. Make sure you draw out the belt routing before you remove it. This is a job more suited for two people. It would help to have one person operating the break over bar and the other helping to guide to the belt on.

You should change the belt when it is about to wear out, which a mechanic should be able to tell you when you need to, or you can also change it more often to make sure you wont need to.

The '99 Toyota Rav4 2-door has a timing belt, not a timing chain.
Actually uses a chain. Doesnt require periodic changing like a belt.
According to your owner's manual under normal conditions, you should change your timing belt at 100000 KM.
The 2001 to 2004 2.0L RAV4 all models do not need timing belt change due it doesn't have one, it have a chain that not need replacement only if it breaks (hardly). hope this help.
I know of no Toyota Rav4 that came with the 3.3 Liter engine which does have a cam belt. The 3.5 was installed in the Rav4 and it has a chain.
