It depends on how wet the engine got. If it will not immediately restart and there wasn't a lot of water getting into the engine if you wait 20 - 30 minutes the engine may have dried out sufficiently to restart however if the engine was very wet then you are looking at a trip to the garage to get it dried out
Turn your engine off, check the gas cap and restart your car. If that doesn't work, be more specific about which car you have or check your owners maunal.

when kick down the gas pedal to accelerate, the car downshift but then stalls and then engine stays rough until i turn off the engine and restart it then the engine runs normal again till the next kick down.

this is normally caused by water entering the electronics of the engine. The most poular is the distributer cap. open cap and allow to completely dry and reasemble and see if that solves the problem.
