Depends. If you have the base model beetle that probably not. If you have an upgraded model such as the turbo that most likely you do. One way to check is look at the key. Where the VW logo is, does it feel thick? If so, you probably have a chip inside and it has to be programmed with that car. Hope that helps.

if it is while the car is turned off with out the key in it is to avoid theft while there is no key in the ignition.

97-98 Mark VIII's have a computer chip in the key head that is read by the ring around the ignition switch. The key must be programmed to the ignition switch by the Ford or L/M dealer. They will also be able to get the key code for you upon verification of your ownership of the vehicle.
Most factory remotes have to be programmed into the vehicles computer by the dealership, and cost a fair amount to have done - something about security...
it most likely has a rev limiter programmed into the ecm.
you mush take the car to a dealer and they will hook a computer up and talk to the computer in the car and set it for a new key
As long as your are the registered owner of the car ( you will have to show proof of that) you can get a key made at the dealership..
When I replaced my wifes battery in her 98 Camry, I had her put the key into the ignition, turn it to "on" position, then I connected the battery cables, then have to take out the key,,,get out of the car,,,lock the doors using the key,,,,,open the door lock using the key,,,then start the car...seems that opening and unlocking the doors resets the alarm,,,

If it's anything like my 98 avenger. All you have to do is re lock the car with the key or if you have a key fob lock it that way. It should disarm it once it goes off
