Pull on the parking brake until it clicks once. This will shut the lights off, but will not be enough to apply the brakes. The better, safer (more expensive) route to accomplishing this is to order a European Spec headlight switch for your Jetta. They can be bought through on-line autoparts stores and even eBay. The car is wired to run without the DRLs (daytime running lights) on, but because of US safetly regulations, the switch in US spec cars does not have the ability to turn them off. The Euro switch is a direct replacement for the current one, but runs between $100 and $150 depending on where you buy it. But it gives you a lot more control over the lighting situation. You can buy the Euro switches for under $40 on Ebay.
Find the headlight switch. It is located on the far LH end of the dashboard just under the top of the dash. Turn all the way clockwise to turn on the headlights. Or you can turn all the way counterclockwise and the headlights will turn on automatically when it gets dark.
You can only turn off the headlights by applying the emergency brake. When the emergency brake is on, the headlights will not light. Otherwise the best of my expererience is that they are on all the time. If you have remote start, put the emergency brake on before you leave the vehicle and when you remote start it, the headlights will not be on, but the driving lights (if switch is on) will be on as well as the parking lights.
I know that if you move the turn signal lever ( which is part of the multi function switch ) away from you it turns on the high beam headlights and if you move it towards you , you only have low beam headlights ( and if you pull the turn signal lever all the way towards you and then release it the high beam headlights will flash each time you do that )

on my 2003 there is a knob on the left hand side of the dash that controls the headlites. if you turn it all the way to the left (its spring loaded) while the vehicle is on the lites will turn off.

Only way i know of is to apply the parking brake before starting the vehicle. I think you can turn off the headlights with the Twilight Sentinel switch. Turn it all the way down (or up) until it clicks.

Yes. Far as I know all cars do. They dim for night driving and may not be readable in the day time.
If your headlights wont come up when you turn the lights on then you will have to "turn" them up manually.......look under your front end for the box that controls your flip up headlights and find where you need to turn/crank to get them to come up manually. Remember though, they will be up permanently unless you crank them up and then back down all the time.
It's a short circuit in the wiring. You'll have to get a multimeter or test light and go over the whole wire for the headlights and check for continuity . If there's a current through it all is what youre checking. Hope it helps .
