If your car is leaking coolant get it fixed and put in the recomended coolant for your car. You should locate that info in the manual, also putting water in the winter is a bad idea since the water could freeze causing engine damage. I supposed you might be able to run it for a while in the summer with just water but get the leak fixed and put in the recomended antifreeze/coolant

you can not put it directly into the radiator you have to fill the overflow bottle located near the firewall on the drivers side of the car The Jetta does have a round "plastic bottle" tank in the engine compartment that holds the systems water. This tank has a Max and Min mark. Only use the coolant (water and atifreez mixture) reccomended by manufature as norlmal water will eventualy cause rusting in the system.
It could be the crack (coolant) pipe, or thermostat housing leak. Have something that knows about the engine look for signs of coolant leak. Unless your oil is foaming, then it sounds like a head gasket leak.

The 1997 VW Jetta thermostat is located inside of the thermostat housing. Remove the thermostat housing retaining bolts. Remove the water supply hose. Reverse the process to install the new thermostat.
open the petcock drain. remove the radiator cap and fill the radiator with water, the fresh water will push out the old coolant and flush the system. Catch the old coolant inn a container as it is poison to animals.
