It can, but your engine will not run properly. My advice would be to put the sensor in between the air filter and the throttle body. This is straight from wikipedia:

No this is not normal. The cold air intake will not cause overheating. I would say you have disconnected the fan thermo relay, or the fans themselves, when installing the cold air intake.
