to my knowledge the 206's are all fuel injected, so the cold start is controlled by the engine ECU.
am having same problem with my 206. only mine is not just doing it in the cold but all the time. ive left it so long now that a whole new clutch needs put in. apparently 206 is common for this.... gd luck

Depends on what years the car and van are on but the majority of peugeot hdi's used the same block and heads and all had the RHY engine code (also knows as dw10td engines). If the codes on the engines tally then yes it should.
When the interior light flashing, check all doors, they might be open or not shut tightly.
Are you sure it has a belt and not a chain? You fail to list year and engine size. I have no listing for a Peugeot 206. On the 1989-91 1.9 Liter Peugeot 405, and the 1986-91 2.2 Liter Peugeot 505 the belt must be replaced every 60,000 miles. This is all the information I have. If you have an owner's manual read it. Otherwise you may want to contact a dealer. Of course any Auto Parts store can help.
you will find out its your connections or bulbs take out all console and check for rust then put it all back and then they should all work

I would suggest that as you are asking this question, you have a cigarette lighter-less 206 or have seen a few around. The simple answer is no, not all 206's have cigarette lighters. They do have a plug behing the blanking plate that a peugeot cigarette lighter will plug into, or you can easily (and cheaply) fit a universal aftermarket one with a hole saw and some crimp connectors. Some are also supplied with the socket but not the actual insertable plug (the bit that gets hot) in which case you can get one from most reputable breakers yards.
The bulb needs changing or theres a wiring fault, you need to go and see an autoelectrician he/she will solve all your problems.
