You don't repair a serpentine belt. You replace the worn or broken belt with a new one.
usually serpentine belts get their tension(tightness) from the belt tensioner
You can change the serpentine belt by loosening the tensioner pulley. When the tensioner pulley is loose and the serpentine belt will become loose. Put the new serpentine belt on and tighten the tensioner pulley.
The Serpentine Belt needs to be tightend with the tensioner pulley (Idler Pulley)
Your Explorer has a serpentine belt tensioner which keeps the proper tension on the serpentine belt unless the tensioner has failed.
