If you let it hang down about 6 inches on both sides, that would be about right; so I would go with a 72 inch square table cloth.
That would have roughly a 9'' drop all the way around the table.
You need at least 4 yards of fabric to make a 70 inch round table cloth. Most people would use close to 6 yards to make the designs that they'd like to.
84 inches round tablecloth gives a drop of 12 inches for 60 inch round table. If you want the drop up to the ground,120 inches round tablecloth is perfect fit. (above tablecloth sizes is applicable only to the std height table 29 inches)
Since round table cloths are measured on the diameter, not the circumference, you would fold it in half twice, measure 35 inches (half of 70) from the center of the cloth, add 1 1/2 inches for the hem, and that is where you start your cut. You don't measure up from the bottom because you can't be sure if they added the hem before or after their measurement.

It depends on the shape and usage. Place mats are the smallest lace table mats, table runners would be the name for lace table mats that are longer than they are wide, and a lace table mat that is used over top of a cloth table cloth would be called a table topper. Doilly.

About 4 chairs would comfortably fit around a round dining table, unless the table was exceptionally large. For larger round tables, 6 or 8 might comfortably fit.
Generally it's eight people seated at a round table. Round tables are much better so guests can talk to one another. Eight per table would be 19 tables (with a few less at one table.) You can ask the reception hall if they would consider 10 guests to a round table which would be 15 round tables.
