To offer a covering is to offer up one of your male horses for reproduction. You do not get to keep the offspring, but the owner of the mare does. To offer a covering, click on the male horse of your choice, and on the right side with all of the Training, Rides, Competitions, etc., there is a tab that reads Reproduction. There you can offer a covering with one of your stallions. You can choose a price for the covering, but don't make it too expensive or no breeder will take it. If you still cannot do it, perhaps your horse does not have enough energy or is not old enough. I hope this answers your question!
