"Does" is misspelled "dose" because the inside "e" is silent, a feature normally found on words ending with an e (except that such words almost always have a "long" vowel sound, the sound of the letter, as in the rhyming words "close" and "dose"). Part of the problem may be that in typing the word, the letters "s" and "e" are close together on the keyboard.

There are probably many reasons, such as: Teachers don't correct the student. Students don't care. They don't understand there is a big difference between the two words.
