It usually refers to 'what she said' as in, 'she' could be anyone, and what she said is what she said, which is what you said... it originated from the TBS show The Office.

Originally, it was simply a bowl of chili. If you see the item today (which is rare, since the term is almost obsolete), it's usually an open-face chili burger. From 1913-1958, there used to be a 24-hour chili parlor called "Ptomaine Tommy's" in Los Angeles. It was the largest and best known chili parlor in town. Ptomaine Tommy served straight chili and a Southwestern variation, a hamburger smothered with chili. He had two ladles, a large and a small. When a customer ordered straight chili, he got out the large ladle. When he wanted the other, he usually said "Hamburger size." So Ptomaine Tommy put up one sign that read HAMBURGER SIZE 15¢, and another that read CHILI SIZE 20¢. Other chili joints followed suit and before long chili was known throughout Los Angeles as "size". They'd say, "Just gimme a bowl of size." Since Tommy created perhaps the very first chili burger, other restaurants began copying it. They thought the new item was called a CHILI SIZE. So, that's why, today, you might find a chili size on a diner menu that consists of a burger patty topped with chili, cheese, and onions.

Chances are it is lacking in a specific nutrient if your chili plant blooms but does not bear fruit ( chili's ) . . . Also chili's ( as well as bell peppers ) prefer to be planted in pairs. Put 2 chili plants together and they will do better. The nutrient your plant needs ( I am guessing since you said it flowers but does not bear fruit ) is usually sulpher. When you plant them in the ground, poke 2 to 4 wooden matches into the ground. Do that again, sometime in August. Your chili's should grow just fine, if you are watering it when it needs it, and clearing away weeds. Good luck !
The best time to visit Chili is between March and June. The weather is said to be perfect during that time of year.
i read somewhere they said sometime in June 2011. however i cannot for the love of me remember what site i read that on.
Like most hot foods, leftover chili or chili made in advance should be refrigerated as soon as possible after cooking. If a large amount, divide into smaller containers so it chills quickly. Meatless chili is less prone to spoilage, but still needs refrigeration. There's no one answer to "how long chili will stay good" because bacterial growth is dependent on volume, acidity, temperature and more. Avoid risks and refrigerate promptly. That said, if you accidentally leave a pot of chili out for, say, an hour, it probably isn't going to spoil ... but several hours or overnight ... toss it!
