It's not an idiom because you can figure out what it means. It's a multiplication term meaning something is doubled, or multiplied twice. If you do something "twice over," you do it double, or do it thoroughly.

This means that something has occurred two times, one right after the other. The image is of the things sitting in a row. You hear "in a row" used when something happens one after the other without a break. An example would be "He has hit the target twice in a row now. I wonder if he can hit it a third time."
