Cleopatra literally owned the entire country of Egypt. Being pharaoh, she was at the top of the buracracy and the recipient of all the wealth of her country.
Diocletian's Tetrarchy gave precident for splitting of the empire as each tetrarch built his own capital and buracracy in cities often of regions requiring greater military presence, casuing rome city to decline in importance. When Constantine broke the tetrarchy it was no big deal that he rebuilt Byzantium into Constantinopolis and the focus of the empire shifted east, away from the germanic incursions in the west. Constantine broke the tetrarchy, but the division of the empire became permanent at the end of Theodosius I's reign and rome city was occupied by the ostrogoths in 476.
The dream of the US is to be a melting pot of many different cultures, and in most aspects it has, but a lot of times traditions and culture were lost due to conditions and changing times. The history of Immigration, economic change, and politics, is a long and complicated one. But the overall basic premise has always been free will and liberty. Unfortunately many times in US history these have been overshadowed by civil unrest, corporate greed, and political buracracy, but in many ways these things have led to a better standard of living in the US Even today racism, inequality, and other social problems are far to rampant not to be taken seriously, but the USA has come a very long way and I believe will go further to ensure true freedom and equality on its soil. Idiots like the KKK don't represent true American culture, but one major aspect of our culture is freedom of speech, so to silence them would violate that. Even being an American myself I have to admit my country is very messed up, mostly in the government (clowns), but we the people can control the government, but unfortunately we can be complacent. I have met ordinary people all my life who were helpful, kind, and fun-loving, and I feel really lucky to be born in a family that shares those values. I would describe US culture as a multicultural, mostly white, but with growing minority classes. Capitalism is also a major drive. Freedom of speech, religion, and press are longstanding values. People are also very patriotic and strong standing in their beliefs and way of life.
