It means you ultimately got to a good or "high" place even though the path that led there was a rough one or "narrow". At least that's what it means to me, it is a reminder to get and I have already got to a place where I want to be and where I am happy, even though it was a long, rough road full of obstacles. I also have it tattooed on my forearm in Latin.

Give a reason why there have been changes to speed limits for cars in great Britain during the last hundred years?

for the lulz British roads are typically very narrow while there are a few "highways" as we know them they still are small compared to our interstates. Because of the narrow, winding roads and the high cost of petro "gasoline" speed limits have remained on the slow side.

Why were the ford model T's tires so thin?

The roads in this day were horrible and very few paved roads existed. Most roads were dirt or gravel. The narrow tires mounted on a large 30" wooden wheels provided a very high ground clearance and the narrow tires would get down into the mud to hard ground thus providing good traction. Wide tires did not even exist at this time. The tires and wheels were perfect for the time.
