Here's what it sounds like to me. The numbers 69 are self explanatory to most of us. The number 99 might refer to a more conventional sex act. If he were to give her a dollar for "99" he would be calling her a cheap prostitute.

In the 92 code used by amateur radio operators, 99 roughly means 'go to hell'. This is an uncommon sign-off, with 73 meaning 'best wishes' or 'regards', and 88 meaning 'hugs and kisses'.

Chris Barron, who wrote this song in the late 80's, held an 'Advanced' amateur radio license at the time.
