A person's confidence is high when challenging oneself to achieve their goals through education and continuous learning. Experiencing failure is a reason to rebuild self-confidence, self-esteem, and self-worth. High confidence is not being a perfectionist, it's the knowledge and strength a person has.

In a military context, it means that a situation is confirmed by many reliable and verifiable sources. E.g.: See the confirmation, by an Airborne Command & Control officer, about an incoming nuclear attack in the movie "The Day After".
