The word, "deacon" is only capitalized if it is a part of naming someone, as in, "I was able to talk with Deacon Sweeney the other day."

"There are 12 deacons in my church" is an example of not capitalizing it.

It is a common noun and is therefore not capitalised. The exception is if it forms part of someone's designation.

For example:

'My cousin Jack is a priest.'

'We are going to attend Jack's induction as Priest in Charge at St Aidan's.'

If referring to a person with the name Deacon, yes, it should be capitalized.

If referring to a ministry in the Christian Church then, no, it shouldn't be capitalized.

No. Both terms do not need to be capitalised when used generally in a sentence. They should be capitalised only if they are part of an actual person's name, e.g. Deacon Jones.
