The term day care is going through the process that many similar two-word phrases are going through currently. Typically, they consist of two nouns, of which the first is used adjectivally (for example, car park). Through repeated use, the words become closely connected in people's minds and they start to be written with a hyphen (car-park). Eventually the connection becomes so close that the hyphen no longer feels necessary, and behold, you have a new word (carpark), though the previous forms will still occur.

So the answer to your question is yes, it can be, but no, it does not have to be. The phrase is in a state of development, like so much of the English language, and day care, day-care, and daycare are all likely to be found. There is no authority that can say that any of them is wrong, or that only one of them is right, and it will probably be decades before we reach such a point (if ever). So for the time being you can pick the version that you prefer, unless you have to conform to a particular house style.
