No it isn't, we never say this word in french and it doesn't exist.

In some cases we can say "La ruine de quelque chose", for example "Cette défaite a conduit à la ruine de Rome" (this defeat led to Rome's ruin) or simply use the verb "ruiner".

In English, ruinage is not a word, but ruination is a word.
