The countries leaders who set policies are busy in political circus and corruption, rather than working to set programs that will help to develop the country's technology and economy. As the 21st century approached, all of this changed. Japanese technology companies have set up manufacturing plants and are hiring well educated scientists and engineers. Generally speaking the Philippines has started on its way to stronger economics and technology.
