You should wait a minimum of 28 days before you seal concrete. If you pour your concrete in summer, than a minimum of 14 days is acceptable. If you seal concrete any quicker, there is a chance moisture will be trapped inside.

You can repair small punctures with PVC cement, but the results will not be optimal. To repair a tire (inner tube), you need a solvent that will disolve a bit of the top layer of the rubber tube and the bottom layer of the patch. Then, as the solvent dries, the two, together with the added rubber in the rubber cement, become one. this gives a strong, flexible, air tight seal. The solvents in PVC cement fill the bill for disolving the rubber. But instead of a flexible rubber base, it's relatively inflexible PVC. Your repair will be air tight, but far less flexible than it would be with rubber cement. This may, in the long term, lead to stress failure at the edge of your patch.

There are now a variety of ways to seal cracks, depending on the use of the concrete. -ie, if it is just a footpath or a house floor or a garage floor. There are new epoxy concrete mixes, caulks, thin set cements and others. A wide range can be found in Home Depot.

For basements experiencing water seepage, one must first check for cracks in the concrete. These cracks are easily filled with special epoxy formulas that are used to seal cement. If the cracks are large, then a mortar mix can be prepared by mixing fine sand with cement at a ratio of 2 to 1. Water seeping in from the outside requires more attention. An area must be chipped away along the crack length in a dovetail shape. The same mixture of sand and concrete is applied to the new area and allowed to dry. The mortar is then smoothed over.
Ensure concrete is clean, smooth and dry. Concrete should be first cleaned with degreaser to remove any residue. Use a self leveling compound if floor is not level or has some low areas. Fill any cracks or holes prior to using leveler. Allow leveler to dry overnight and seal concrete the following day to prevent moisture from wicking through concrete. Install flooring of choice.
