It would probably be easier to list those that don't have an implementation but even those intended for non-Windows systems can be used with emulation software. However, all of the most popular languages have Windows implementations, including C, C++, Java, Python, Ruby, Pascal, Cobol and so on.

The bulk of Windows 8 is either the same or modified code used in previous versions of Windows, which were primarily developed in C/C++. Virtually all Microsoft software is developed in C++ although C# and .NET (or dotNET) are also used for the less critical applications software.

The boot loader of any operating system is usually written in assembly, and it is true in the case of Windows as well. The rest of the Windows O.S is written in C++ using Win32 API.
