The thrust of a Jet engine is calculated through the formula:
F=(m_air+m_fuel)*v_e - m_air*v
Where m_air is the mass flow rate of air entering into the engine
m_fuel is the mass flow rate of fuel entering the combustion chamber
v_e is the exit velocity of the exhaust gases (where v_e needs to be subsonic)
v is the velocity of air entering the engine
As you can see the thrust is reduced by the term m_air*v which physically has the significance of a drag at the intake of the engine. That's why rocket engine give usually a better thrust. Since they carry the oxidizer on-board that term doesn't exist for a rocket engine.
