HTML is a language that is used to create websites. You cannot build computer programs/applications through HTML. There are always exceptions. Apple and Google are working with a new version of HTML called HTML 5, which will allow mobile apps to be created with HTML. Based on your question, I assume you do not have much prior programming knowledge. If I am wrong, I am terribly sorry. I love programming and I learned HTML as my first language on this website http://w3schools.com/html/. After HTML, I recommend that you head towards Javascript and then Java.
