Types of stainless have a three digit number with 3 being the first. 302 is about the lowest quality used. 327 is one of the highest. The numbers represent the additions of Chromium and Nickel added to steel. 316 is considered "food grade". Any number below that isn't recommended for use in kitchen utensils. The added L states the it contains a lower amount of Carbon than 316. ELC means Extra Low Carbon content. Match the electrode (rod) to the type of stainless being welded unless directed otherwise.
