Your home page or start up page.
Your browser has a function called bookmarks. You can add a bookmark to the page you want to save and make it easier to visit in the future. If you want, you can set your most frequently visited page as the home page that opens every time you start your browser.
HTML communicates to the browser to define the page layout. It can tell the browser how and where to display text and other items on the page.
HTML is not compiled. It is not a programming language. Code is parsed or rendered by the browser to display the page. A home page for a website is the very first page - the landing page. So, for example, Google's home page is google.com, and the home page for this site is answers.com. A home page for a browser is the page you choose to load first when you open the browser - it can be anything you want it to be. For example, my browser of choice is FireFox. FireFox by default has it's home page set to mozilla.com, so every time I open FireFox it opens on mozilla.com. If I want to, I can change this to open google.com when FireFox opens. You can find out how to change your browser's home page by visiting your favorite browser's website and looking up the instructions.

I will proceed with the presumption that you are asking about the Home page of your default browser (Internet Explorer). The easiest way to set the default home page is to first go to the page you want to open when you start your browser. In your browser, click the Tools menu option. (You may need to right-click at the top of your browser window and click on the Menu Bar option to turn on the menu bar in your browser.) In the Tools menu options, click on Internet Options (bottom of the list). When your Internet Options window opens, ensure you are on the General tab. Look for the Home Page option and click the “Use current” button. After you see the URL of your new home page show up in the Home Page window, click on the OK button to save your new home page. You can test for success by closing and opening your browser.
