That depends on what you find interesting! For instance if you are interested in designing things that move for example engines, wind turbines or other mechanisms or machines then you would probably prefer mechanical engineering. If you are interested in how people design and build bridges and tunnels or buildings like sky scrapers, then you might well prefer civil engineering.

Computer Engineering is focused on computer hardware, computer science is focused on software algorithms

and low-level programming tasks, while software engineering

is focused on the processes used by software development teams to produce reliable, high-quality code on schedule and within budget.
Even though I highly recommend college for enhancing your career chances because it helps on the resume, what you learn on your own because of your own interests is far more important than what they will teach you. Don't expect that what they teach is all or even most of what you'll need to know. Some of the best software engineers have no degrees or degrees unrelated to computers, but not because they wouldn't want to have degrees, but sometimes life doesn't follow your original plans. These engineers learned on their own because they were highly motivated and driven to learn everything they could for years, spending long days and night studying and working on projects that interested them.
If hardware puzzles you, then great! You know you need to learn a lot more about hardware till you learn enough to build confidence that you know how it all works. Start building your own systems for yourself, family and friends. You'll make some mistakes and might burn up some components, but that's ok. Good programmers don't merely know programming; they know hardware and systems too. Many software engineers

build their own systems for programming by picking the CPU, motherboard, RAM, case, etc. and putting it all together. So just go for it. Don't build expensive systems at first. Build systems that have good performance at a low price.
And no, software engineering is not "developing the software to deal with the data/manipulation." Software engineering deals with the entire process of creating a software product, not just the software alone, as it concerns requirements, analysis, design, construction, testing, deployment, maintenance for the whole product lifecycle. It's focused on the whole team, including management, documentation, users/stakeholders and other roles that are not directly involved in programming whatsoever.
