For me it's notecards. == Read, talk with people, ask questions, check words you come across that you don't know. Read anything... novels, non-fiction, newspapers, magazines... anything. I think this improves reading skill in the long run, and helps to get new words in through the eyes and the ears.

The best way of doing that is to go on a course and get someone to teach you. There is a lot to learn that only a tutor can teach you. They can assess your ability and give you help and any other information you need, something that books and websites can't really do.
Well, whatever you do, you'll have to learn. The easiest way to learn some basics is to use a high level programming language such as, Perl, PHP, Ruby, Python etc.. (very long list).
