To prevent dangerous waste /sewer fumes from entering a structure
The man who invented the toilet--John Harrington--was an English nobleman. The infamous Thomas Crapper didn't invent the toilet, but he DID invent, among other plumbing products, the drain trap--a more important product than the toilet, as it made plumbing safe to have in your home. The trap keeps poisonous sewer gas from entering your house.
The water trap, which traps sewer gases, is built into the toilet. Without a wax ring you'll have sewer gases entering the house. Waste water leaking onto the floor is the least concern. Regards, Steve D

Water, sewer, and garbage are paid by the landlord.
Yes. A reduction fitting can be used.
To prevent dangerous waste /sewer fumes from entering a structure
This all depends on the laws of your state and the terms of the lease. The larger the apartment complex is, the likelier the landlord will have to pay for water, garbage, and sewer.
No, renting an apartment is cheaper. If you rent a home, you still have to pay taxes on the property, as well as full sewer, electric and all ammenities.
You must first connect a 1/2 inch PVC pipe to the outlet for the regeneration fitting on the softner and run this pipe outside and trench to the sewer drain and tie into sewer drain. The sewer drain will then flow the brine regenerater fluid to the septic tank.
Yes but you can negotiate with house owner.
Not necessarily as some systems do have a storm water piping to keep soil and waste separate from storm
The vent terminal is allowing down drafts to enter thus one would have to install a return bend on this pipe to prevent the air from entering but it will allow sewer fumes to escape
Terrible idea to depend on a mechanical piece of rubber to keep carcinogenic fumes from entering your home /office
