BIOS is short for basic input-output system - some simple instructions permanently stored in computer ROM. In other words, the instructions are available before the computer loads information from a hard disk or similar.
There are no PS3 emulators and the bios file for the PS3 would not work in a PS2 emulator
You have two options. There is a subfolder called 'bios', just place the file there. Otherwise, if you want to place it in a different folder, go to configuration settings and change the bios directory from there...

You can flash the BIOS. I wouldn't recommend it, as it won't give much of an improvement UNLESS you're experiencing BSOD, crashing, etc. If this is the case you can go to your motherboard manufacturers website and they should have a BIOS update you can d/l.

BIOS is a program (stored in ROM), not a memory.However the BIOS uses a battery backed up RAM to store a variety of settings and parameters. This BIOS RAM is itself volatile (it can only store data when powered), however the battery backup provides power to this RAM when the main power of the computer is off (making it act as if it were nonvolatile). When this battery dies the BIOS RAM will lose its data and (after the battery is replaced) the machine may have to be reconfigured from scratch before the machine will startup correctly.
