Most countries that have sufficiently advanced science and engineering background do already have some nuclear power plants. Exceptions I can think of are Australia and New Zealand, and there it is because there are other types of fuel available and popular opinion is anti-nuclear, you would have to ask them why that is so. Also in Italy, they did have a few plants but a referendum gave a negative answer and so these plants were shutdown before the end of their life.
