Most countries that have sufficiently advanced science and engineering background do already have some nuclear power plants. Exceptions I can think of are Australia and New Zealand, and there it is because there are other types of fuel available and popular opinion is anti-nuclear, you would have to ask them why that is so. Also in Italy, they did have a few plants but a referendum gave a negative answer and so these plants were shutdown before the end of their life. Italians would have to tell you why they voted that way, and whether this opinion still holds today
