Yes - it is used along with Asphalt for road paving in many states. Creates a much easier ride for automobiles. This does not mean it is recycleable. This example is re-using it (or downcycling it). As far as I know, rubber is not recycleable, in the sense that you can not take old rubber scraps and somehow treat them to bond together into a fresh sheet of rubber. Glass is recycleable because you can take pieces and rework them together. Using them in asphalt is not recycling, it's simply using them as filler in the concrete/asphalt. It's much better than sending rubber to landfill, but it's not recycling per se. Once it is used in asphalt it's more or less impossible to recover.
