I am not sure what you mean by stopping French accents, or why you would want to do this.
A whole lot of accented characters can be displayed your computer (see the list below), plus other alphabets (Greek, Cyrillic, Chinese etc.).
But you only see them if someone puts them in a document or internet page you are looking at. For example if a type "café" or "hôtel".
If accented characters are already in an Internet page, what would you want your computer to display instead? "e" and "é" are 2 different characters in your computer.

I am unsure of the model of your computer. If it is an apple PC then the rainbow icon is telling you that you have updates for an application. If it is a Mac PC then you can get rid of it by pressing control, alt and delete.
