You could, but then you might risk causing damage to the new paving slabs, or exacerbating drainage issues. I would go ahead and remove the old slabs as these are usually just laid in with plain sand between them. Even if it's cement, I'd hate to have to do it over.
The cement may not have been sealed properly, which would allow water to seep in the small cracks. In the winter the water freezes and expands causing the cement to crack and crumble. the finish on the concrete was not done correctly.trowel finished pushing the stones down from top of surface then sealed. concrete setting up before finish steps done.

You can remove dried cement from an aluminum window by using a soft scrubbing pad, water, and a cleanser. Scrub in the direction of the grain. Repeat until the cement is gone. If this does not work, you can try denatured alcohol.

Also, where you are located is important because building materials and labor rates vary quite a lot by region. Finally, is there an old fence to remove? Labor and dump costs are considerable in densely populated areas, but much less so out in the wide open spaces. 60 feet of nicely done 6' height wood fence with new posts, installed, and some related concrete work cost me $1500 last year. That's $25 per foot. Chain-link, cement block, split rail, wood picket, etc., are all priced very differently.
