Because this position is involved only in ensuring compliance with existing rules, significant education in safety management is not required, and the position is often seen by employees and management as a "safety cop" whose requirements can be ignored when he is not present. A safety Engineer can also be a Safety officer, but is usually more effectively used in a broader capacity that does not include a "police-like" function.
