It's just a convention. People wanted to distinguish between converging and diverging lenses, and decided "positive" and "negative" would be more acceptable to everyone out there, but as you see, it raises questions about what it means. Arguably it relates to where a parallel beam of light is focussed (or appears to be): in front of (ie the incident side, for a negative lens), or behind (ie the emergent side for a positive lens), of the lens.
